Central Committee Telegram on the Reorganization of the Hunan Provisional Provincial Government
(October 25, 1949)

To the Central China Bureau, with notification to the Hunan Provincial Committee:

(1) Your telegram of October 16 has been noted. When Tan Yubao[1] was in Beijing, he requested to work at the prefectural committee level. We have already agreed and discussed this with Kecheng[2]. Therefore, it is appropriate that he not assume the position of vice chairman of the provincial government.

(2) The provisional Hunan Provincial Government, with Chen Mingren nominally serving as chairman, need not be reorganized immediately if no necessity arises within the next one or two months. It may continue operating in its current state. After one or two months, it shall be reorganized into a united front provincial government in which our Party holds a relative majority while incorporating democratic figures from all sides. At that time, the list of personnel may be reexamined and finalized.

(3) Regarding the establishment of a military-political committee structure based on the Central Plains People’s Government, encompassing Party and non-Party figures from all sectors to govern the six provinces[3], a separate telegram will be sent to inform you.

Forwarding the Comprehensive Report on the People’s Liberation Army’s Entry into Xinjiang[1]
(October 25, 1949)

Comrade Filippov[2]:

I am forwarding to you the first detailed report[3] from the advance units of the People’s Liberation Army entering Xinjiang. This report was issued on October 18 from Hami by the commander and political commissar of the Second Army of the First Corps of the People’s Liberation Army. At that time, our forces had only reached Hami, Turpan, and Shanshan.

[3] Refers to the Comprehensive Report on Entry into Xinjiang submitted at 20:00 on October 18, 1949, by Guo Peng, commander of the Second Army of the First Corps of the First Field Army of the People’s Liberation Army, and Wang Enmao, its political commissar. The report states that our forces began moving from the Jiuquan, Yumen, and Anxi line on October 12. As of October 18, the Twelfth Regiment of our Fourth Division had advanced to Turpan. The Tenth Regiment and the division command post are currently in Shanshan. A portion of the Eleventh Regiment is being transported by vehicle toward Shanshan.
