Telegram Regarding the Reorganization of General Gao Lingyun’s [1] Division with the Yihui League Forces in Northern Shaanxi (October 19, 1949) To Peng and Xi [2]:  I believe that Option Two in Xi and Zhang’s [3] telegram of Youhui hour is preferable. General Gao Lingyun should remain commander of the Second Division. The division should be redeployed to northern Shaanxi to merge with the local Yihui League forces, thereby strengthening its combat effectiveness and serving as a security force for the region. This arrangement would also have a more favorable external impact.

After the Political Consultative Conference, Zuo Xiezong [4] has shown progress and should be given an appropriate post in Shaanxi—for example, membership on the Provincial Government Committee.

[2] Peng refers to Peng Dehuai, who at that time served as First Secretary of the Northwest Bureau of the CPC Central Committee and Commander-in-Chief and Political Commissar of the First Field Army of the PLA. Xi refers to Xi Zhongxun, who was then Secretary of the Northwest Bureau of the CPC Central Committee and Political Commissar of the Northwest Military Region of the PLA.  [3] Xi refers to Xi Zhongxun. Zhang refers to Zhang Zongsun, who at that time held the position of First Deputy Commander of the First Field Army of the PLA.  [4] Zuo Xiezong was a former Nationalist government army general who, in May 1948, led his unit in an uprising in the Yulin area of Shaanxi Province.
