Telegram from the Central Committee on the Issuance of the Inaugural Proclamations of the Guangzhou Military Control Commission and the Municipal Government
(October 15, 1949)

To the South China Sub-Bureau, with notice to the Central China Bureau:

Our army is about to enter Guangzhou. Under orders from the People’s Revolutionary Military Commission, and in accordance with the previously approved list (adding Li Zhangda, Zhang Niangcun, and Wu Qiwei), you may immediately issue the inaugural proclamation of the Guangzhou Military Control Commission, as well as the inaugural proclamation of the Guangzhou Municipal People’s Government (with Ye Jianying as Mayor, Li Zhangda and one of our own as Vice Mayors, and Zhu Guang as Secretary-General). These shall be subsequently ratified when the Central People’s Government Committee convenes.

[1] Li Zhangda was then a member of the Central People’s Government Committee and the Central Committee of the Revolutionary Committee of the Chinese Kuomintang. Zhang Niangcun was a non-party democratic personage. Wu Qiwei, a former general of the Kuomintang government forces, led his troops in an uprising in eastern Guangdong and western Fujian in May 1949; he was then a member of the First National Committee of the Chinese People’s Political Consultative Conference.
[2] Ye Jianying was then First Secretary of the South China Sub-Bureau of the CPC Central Committee.
[3] Zhu Guang was then Deputy Secretary of the CPC Guangzhou Municipal Committee.
