Central Committee's Telegram on Talks Between the Representative of the Three Districts of Xinjiang and Peng Dehuai

To Liqun,[3] with a copy to Peng:

Your telegram of the 13th has been received.

Regarding the military and political representative of the autonomous region[4] coming to speak with Peng, the first step is to ascertain the situation. Before Peng has a clear understanding of the situation, it would be difficult to put forward a preliminary plan. The two individuals, Seypidin[5] and Alimjan,[5] who attended this session of the CPPCC, can soon fly from Beijing to Jiuquan to meet with Peng. All issues can be discussed with Seypidin and Alimjan. Therefore, for the time being, the autonomous region need not send another representative to Jiuquan. It would be appropriate to dispatch a representative only after Seypidin and Alimjan have spoken with Peng and returned to Ili, if necessary.
