This is a telegram drafted by Mao Zedong on behalf of the People’s Revolutionary Military Commission of the Central People’s Government to Comrade Peng Dehuai, First Secretary of the Northwest Bureau of the Central Committee of the Communist Party of China, Commander and Political Commissar of the First Field Army of the Chinese People’s Liberation Army, and others.

Xu refers to Xu Guangda, then Commander of the Second Corps of the First Field Army of the Chinese People’s Liberation Army. Wang refers to Wang Zhen, then Political Commissar of the Second Corps of the First Field Army of the Chinese People’s Liberation Army. Xu refers to Xu Liqing, then Deputy Political Commissar and Director of the Political Department of the Second Corps of the First Field Army of the Chinese People’s Liberation Army, who was transferred to become Political Commissar of the First Corps of the First Field Army of the Chinese People’s Liberation Army on October 26, 1949.
