Instructions on the Establishment of the Central People’s Government [l]
(September 27, 1949)
To all Central Bureaus and Sub-bureaus, Provincial and Municipal Party Committees, and Military Corps:
(1) The convening of the Chinese People’s Political Consultative Conference and the establishment of the Central People’s Government mark a new epoch in Chinese history. All localities should hold grand and enthusiastic celebrations. Except for the capital, Beiping, these celebrations, in conjunction with mass activities on International Peace Day, are to be held simultaneously across the country on October 2.
(2) In Beiping, a mass rally celebrating the CPPCC and the founding of the Central People’s Government will take place on October 1, accompanied by a military parade. On October 2 and 3, the Chinese Committee for the Defense of World Peace will convene to establish the Chinese Section of the World Peace Council. All localities and organizations are urged to send congratulatory telegrams to this conference. Furthermore, on October 7, Beiping will host another mass meeting to celebrate the establishment of the Chinese Section of the World Peace Council and the Sino-Soviet Friendship Association.
(3) Other major cities (and smaller cities where feasible), as well as all military corps (on the condition that combat readiness is not compromised), various organizations, and schools, should, wherever possible, organize large-scale rallies and parades on October 2. Newspapers are to publish special issues, arrange talks and radio broadcasts featuring representatives from all sectors, and employ diverse forms of mass cultural performances to create a nationwide festive atmosphere. At the same time, extensive educational efforts should be made to disseminate Chairman Mao’s general policy of upholding the people’s democratic dictatorship and strengthening unity with international friends.
(4) Slogans for the celebrations will be issued separately.

On September 27, 1949, the First Plenary Session of the Chinese People’s Political Consultative Conference decided that the capital of the People’s Republic of China would be Beiping, which was subsequently renamed Beijing.


On September 29, 1949, the First Plenary Session of the CPPCC unanimously adopted the “Common Program of the Chinese People’s Political Consultative Conference,” which served as a provisional constitution. Pictured are Mao Zedong and others at the meeting.
