Telegram in Reply to Dong Qiwu et al.1

(Xinhua News Agency, Beiping, September 20) Today Chairman Mao and
Commander-in-chief Zhu replied as follows to the September 19 circular telegram regarding the revolt by General Dong Qiwu and others in Suiyuan:
General Dong Qiwu and all Suiyuan officers and men under the command of
General Dong, all government staff, and compatriots in all fields:
We have read your September 19 announcement, and your standpoint is correct. Ever since General Fu Zuoyi enabled the peaceful liberation of Beiping, the
people have expressed welcome and the reactionaries have objected. The reactionaries even tried to sabotage efforts by the army and the people of Suiyuan for
peaceful liberation, but ultimately, they failed; you have led your army in rebellion and have broken away from the reactionaries to stand with the people. We
hope you will unite as one, strive for progress, reform the old system, implement
new policies, and fight to create a new people’s Suiyuan.
