Letter to Zhou Beifeng
(September 14, 1949)

Chairman Mao said, regarding the list of names from your side for the Suiyuan Military and Political Committee, apart from the four persons Fu, Deng, Dong, and Sun,[2] who else is there? Please cable General Fu and request him to cable back immediately, so that it can be announced promptly after Dong Qiwu’s circular telegram is issued.

Concerning the attendance of Messrs. Fu and Deng at the Political Consultative Conference, Chairman Mao said today: If work circumstances permit, they may arrive in Beiping to attend between September 20 and 24. It would be even better if they could arrive in Beiping by the 20th. After the Suiyuan military and political personnel have made their attitude clear, Dong Qiwu and Sun Lanfeng may possibly be invited to participate in the Political Consultative Conference. Chairman Mao believes it is possible for Brother Beifeng to participate in the Political Consultative Conference, and it shall be submitted to the Preparatory Committee together with Dong and Sun. The above is hereby communicated; please relay it to Yisheng and Baoshan.

The second part consists of the main content of a letter to Zhou Beifeng drafted by Mao Zedong in the names of Bo Yibo and Nie Rongzhen. Zhou Beifeng (1903–1986), a native of Yongji, Shanxi, was Fu Zuoyi’s peace negotiation representative during the Beiping peace talks.
