Please study this telegram from Comrade Rao Shushi. I believe the views expressed in this telegram are all correct, and you may implement them in your respective areas.

Mao Zedong's telegram was written after Rao Shushi's September 9, 1949 report to Mao Zedong on the recent situation in Shanghai and East China.
On September 12, when forwarding Rao's report, Mao Zedong deleted the seventh point: "Since Chen and Liu have already gone to the Central Committee, they can report on all aspects of work in East China and Shanghai in person. At the same time, as I have just recovered from malaria, I request approval to consider this telegram as my comprehensive report to the Chairman for September."
