Reply to Rao Shushi’s Telegram [I]

Comrade Rao Shushi:

(1) I fully agree with the various opinions and measures in your telegram of Shenjia. By doing so, you will have the entire initiative. (2) What we need is precisely such reports; no other comprehensive reports are necessary. (3) Regarding the separation of the East China Bureau from the Shanghai Municipal Committee and the establishment of the East China People’s Government, it can be done after consultation with Chen, Liu, and Su Yang. You may proceed with the preparatory work immediately.
