In order to quickly establish contact with the Dihua authorities, you may move into Dihua within the next few days and promptly set up a radio station to transmit reports.

[1] This is the main content of the reply telegram to Deng Liqun drafted by Mao Zedong at 8 a.m. on the 10th for the Central Committee of the Communist Party of China. Deng Liqun subsequently traveled secretly from Yili to Dihua to discuss the peaceful liberation of Xinjiang with Burhan, Chairman of the Kuomintang Xinjiang Provincial Government and concurrently Commander of the Security Forces, and Tao Zhiyue, Commander-in-Chief of the Kuomintang Xinjiang Garrison.
