Three Passages Revised During the Review of the Draft
*Common Programme*[1]
(September 6, 1949)

(1) Remnant local governments and military groups of the Kuomintang reactionaries, should they be willing to cease hostilities, admit their errors, and request a peaceful resolution, may be resolved through peaceful means in accordance with the general intent of the draft Agreement on Internal Peace dated April 15, 1949.

(2) Encourage and welcome patriotic elements among the remnant Kuomintang forces and the mass organizations of the people in areas ruled by the remnant Kuomintang forces to respond to the People’s Liberation Army, coordinate with the People’s Liberation Army in combat operations, maintain social order, and protect state property.

(3) During the intersession of the people’s congresses at various levels, the organs of political power at various levels shall be the people’s governments at various levels. The highest organ of state political power shall be the National People’s Congress. During the intersession of the National People’s Congress, the Central People’s Government shall be the highest organ exercising the political power of the state.
