The statement[1] issued by the spokesperson of the China Democratic National Construction Association on the White Paper is extremely well done and will have a tremendous educational effect on the national bourgeoisie. Documents of this kind by the Democratic National Construction Association—vivid, positive, principled, forward-looking, and hopeful—will enable the Association to establish its own initiative, and such initiative is indispensable for a political party.

I have respectfully received your letter of August 24 and am very pleased. The present statement by the Democratic National Construction Association not only addresses the White Paper but also clearly explains the rationale for the existence and development of the national bourgeoisie, thereby establishing a theoretical foundation and, consequently, the initiative of the Association, which is extremely beneficial for future cooperation. It is also very good and very necessary that the Association conducts its affairs in a democratic manner. Such a method may appear slow, but in reality it is swift; once everyone’s thinking is straightened out and unified, future matters will be easy to handle.

[1] Refers to the statement issued on August 24, 1949, by the spokesperson of the China Democratic National Construction Association in Beiping, refuting the U.S. White Paper, titled "Strengthen Internal Unity and Vigilance, Declare That the American Imperialists’ Fond Dream Cannot Be Realized." The statement pointed out: The White Paper "United States Relations with China" issued by the U.S. State Department is intended to cover up failure and deceive the people. The fond dream of developing "democratic individualism" mentioned in the White Paper cannot be realized. The contradiction between the fundamental interests of China’s national bourgeoisie and imperialism determines its attitude toward all imperialisms (including U.S. imperialism); China’s national bourgeoisie will not become the capital or condition for U.S. imperialism to develop "democratic individualism." Only New Democracy is its sole bright and happy path.
