Instead, the Changsha Military Control Commission shall exercise unified command over the already occupied counties in its name. (2) When our army enters Changsha, we must pay attention to maintaining good order and devote great effort to working among Cheng Qian, Chen Mingren, and their faction. We must respect them, treat them as having risen in revolt, help them progress, unite the majority, and strike at the reactionaries. In this way, through this united front approach, we can smoothly take over the provincial political power and reorganize Chen Mingren’s army into the People’s Liberation Army.
