Your telegram of August 19th was received today, and I have carefully read it. Your views are most excellent, and I am in full agreement.
As soon as I learned that Brother Chen Ziliang had not yet informed me directly about Telegram No. J3J, I immediately replied by telegraph (transmitted through the Hunan Provincial Committee of the CPC) requesting him to continue serving as both the provincial chairman and the military commander, which is entirely in line with your suggestion. With the forthcoming convening of the New Political Consultative Conference, we intend to invite you, as well as Mr. Qiu Yishan[4] and Mr. Chen Ziliang, to attend and jointly deliberate on matters of state. Should you be able to come, we would be most delighted to welcome you.

Cheng Qian, formerly the chairman of the Kuomintang’s Hunan Provincial Government and director of the Changsha Pacification Commission of the Kuomintang Army, announced an uprising in Changsha on August 4, 1949, leading to the peaceful liberation of Hunan.

Chen Ziliang, also known as Chen Mingren, with the courtesy name Ziliang, was formerly the commander of the Kuomintang’s First Corps. On August 4, 1949, he joined Cheng Qian in announcing an uprising in Changsha.

Qiu Yishan, also known as Qiu Zheng, was formerly a member of the Kuomintang government’s Hunan Provincial Government and participated in the work of Hunan’s peaceful liberation in 1949.
