(1) The North China Bureau's telegram dated weijian [August 28] is hereby forwarded to you. Please follow its example by listing the cities in your regions with a population of over 30,000, indicating which have already held conferences of representatives from all walks of life and which have not yet done so, whether the conferences were well conducted or not, and what measures you have taken, and report all this to us.
(2) Report by telegram on how the people's representative conferences at the village, district, county, and provincial levels in the old liberated areas have been proceeding, and whether representative conferences from all walks of life can be convened at the county level in the newly liberated areas.
