(1) We have received your telegram of August 20. Please briefly report by telegraph the experience gained from the people’s representative conferences in various cities.

(2) It is imperative to urge all cities to hold meetings at least once a month.

(3) Each county should convene a county-level conference of representatives from all sectors, with delegates elected from peasant associations, trade unions, student organizations, the cultural and educational circles, the industrial and commercial sectors, and the Party, government, and military. A number of enlightened gentry may also be invited to participate. The conference shall discuss the work of the entire county. In large counties, there should be more than two hundred delegates; in medium-sized counties, over one hundred; and in small counties, several dozen. Such conferences are to be held monthly or bi-monthly, each session lasting two to three days. This arrangement can be implemented in the new liberated areas of East China, Central China, the Northwest, and the South. As for the older liberated areas, it goes without saying that they should do the same.
