Regulations on Convening Conferences of Representatives from All Sectors I ]

To the Central Bureaus and Sub-bureaus:
Since the liberation of Taiyuan less than three months ago, five conferences of representatives from all sectors have already been held, with outstanding results. With the exception of Shijiazhuang and Shanghai, which have reported having convened such meetings, no other localities have yet submitted reports of holding them, which is very undesirable. We hereby lay down the following regulations:

(1) All cities with a population of 30,000 or more must convene conferences of representatives from all sectors.

(2) Frequency: In small and medium-sized cities, these conferences should be held at least once a month, each session lasting one to two days; in large cities, they should be held either monthly or every two months, with each session lasting one to two days, up to a maximum of three days.

(3) At each conference, do not attempt to address too many issues; instead, concentrate on one or two key matters.

(4) The term of office for delegates shall be six months, with re-election permitted. Within this six-month period, those found unfit may be temporarily replaced, while those who have not yet been included should be gradually admitted.

(5) Upon completion of each conference, there is a duty to convey and explain the conference report and decisions to the people.

(6) This directive is to be forwarded without fail to all cities with a population of 30,000 or more under your jurisdiction.

(7) You are urged to attach great importance to this matter, summarize your experiences, and report back to the Central Committee as required.
