Agree that China University[2] shall not be established in Almada but in Beiping, with professors dispatched by the Soviet Union.

[1] During the visit of the CPC delegation to the Soviet Union, based on the oral agreement between Liu Shaoqi and Stalin and the needs of China’s restoration of production and construction at the time, the two sides agreed: the Soviet Union would grant China a loan of 300 million US dollars; the Soviet side would select over 200 specialists from various fields to work in China in stages and batches; the Soviet Union would assist in establishing an air force school and a naval school in the Northeast, with Liu Yalou and Zhang Xuesi conducting detailed discussions in the Soviet Union; and it would help establish a university. This is the main content of Mao Zedong’s reply telegram to Liu Shaoqi and Wang Jiaxiang.
