Telegram in Reply to Liu Shaoqi, Gao Gang and Wang Jiaxiang

We fully agree that the Chinese and Soviet sides should form a joint committee to concretize the issues of loans and orders. However, because our national economic organs have just been established, the territories are continuously expanding, and we lack experts and materials, it is truly impossible for us to submit a complete list of orders at present. May we ask whether the Central Committee of the CPSU could agree to set up the joint committee in China, with Comrade Kovalyov coming to China first with key experts to work with us in deciding on the whole or the main part of the order list. If Stalin agrees to send personnel to China first to organize the joint committee, it would be best if Comrade Kovalyov could bring along experts in railways, electric power, iron and steel, coal mining, oil, military affairs, and so forth.
