Central Committee Telegram to the Northeast Bureau on the Question of Candidates for the Northeast People’s Government Committee

Northeast Bureau:

Your telegram of July 20 has been received. Regarding the candidates for the Northeast People’s Government Committee, among the forty-two people you proposed,
with the exception of Li Liuru and Xu Shouxuan, who are to be transferred away from the Northeast, and the plan to transfer one of the two, Chen Long and Wang Jinxiang, to work at the Central Committee, we agree to all of the remaining thirty-nine people. But among these twenty-nine people, non-party individuals account for only four, which is too few [1]; you should add several more non-party personages. If suitable people cannot be found for the moment, a number of vacancies may be left. After the Political Consultative Conference, we may consider sending some democratic personages from here. This point is very important. Non-party democratic personages should make up no less than one-fifth; one-quarter would be even better. We hope you will study this and report back the results by telegraph for the final decision.
