Agree with the opinions expressed in the telegram of the 30th. Zhang Aiping’s\[2\] naval system will temporarily not move to Qingdao and will still remain within the East China system, i.e., under Su Yu’s command. Your active preparations to attack Taiwan are correct. It is necessary to prepare for the attack on Taiwan in all respects and to break the fear of difficulties among cadres.
