Telegram to Liu Shaoqi and Wang Jiaxiang

Liu, Wang:
We have received all your telegrams of the noon hour and reply as follows: (1) Shaoqi may return to China first; Jiaxiang should remain in Moscow to assist Liu Yalou, Zhang Xuesi, and others in concluding arrangements for the establishment of the air and naval academies. After this is completed, Jiaxiang may come back to China in mid- or late August to attend the CPPCC meeting and then proceed again to the Soviet Union. (2) We agree to the dispatch of a Xinhua News Agency representative to Moscow and a TASS representative to Beiping. The timing could be set for after the establishment of the government in September, and preparations for the selection of personnel can also be finalized only at that time. (3) Furthermore, I believe it would be preferable for Alof and Dr. Mi [I J to continue working in China, since they are already quite familiar with Chinese conditions, have learned considerable Chinese, and have achieved certain results in their previous work. Their existing shortcomings can be corrected, provided they operate under the unified leadership of Brother Ke [121]. Alternatively, Alof could stay while Dr. Mi need not come again [13 1 ]. Whether this is feasible should be discussed and arranged in consultation with Brother Ke.

Alof refers to Andrei Yakovlevich Orlov, a Soviet physician who came to China to provide medical assistance and also served as a liaison between the CPC and the CPSU(b). Dr. Mi refers to Milnikov, a renowned Soviet internist who arrived in China in December 1945 to offer his expertise.
