Your attitude of agreeing in principle to the loan agreement and deferring discussion of the specific wording until after it has been translated is correct. We are also studying the wording of the agreement, and will send you a telegram tomorrow or the day after. We agree to the establishment of a Chinese university in Moscow. We need to learn the set of theories and systems that the Soviet Union employs in its various work and that differ from those of the bourgeoisie, and establishing such a university is very necessary; however, it would be appropriate to make it clear that the funding should be borne by China. We agree to begin sending various inspection delegations to the Soviet Union now to visit and learn from their experiences.

This is the main content of Mao Zedong’s telegram in reply to Liu Shaoqi, Gao Gang, and Wang Jiaxiang of the CPC delegation visiting the Soviet Union. The CPC delegation, with Liu Shaoqi as head and Gao Gang and Wang Jiaxiang as members, departed from Beiping on June 21 for a visit to the Soviet Union and arrived in Moscow on the 26th.
