Peng, Zhang, Zhao:

Your telegram of Wenwu has been received. The campaign against Hu has commenced, which is most gratifying. It would be advantageous for our forces to encircle the majority of the enemy by maneuvering as far westward as possible before launching the assault.

This telegram, drafted by Mao Zedong for the Central Military Commission of the Communist Party of China, was addressed to Peng Dehuai, commander and political commissar of the First Field Army, and deputy commanders Zhang Zongxun and Zhao Shoushan.
