Plan for the Annihilation of Ma Bufang and Other Forces
(July 14, 1949)

Peng, Zhang, Zhao:

(1) Your two telegrams of the 13th have been received. The annihilation of four of Hu’s armies [121] is most gratifying.

(2) Since there is news that the Ma bandit forces [131] are counterattacking to aid Hu, it is correct that your main force has stopped pursuit and prepared to strike Ma. However, fighting Ma will be a fairly serious campaign; each army should have several days to recover from fatigue, then launch the attack and be prepared to fight all the way to Pingliang, completely annihilating all Ma bandit forces that can be pinned down.

(3) If the 1st Corps has already pursued the enemy to Baoji, use that corps to wipe out the enemy at Baoji and Fengxiang; then from Fengxiang circle around to the rear of the Ma bandit forces. If feasible, this would also be advantageous. Please consider and decide according to circumstances.
