Telegram to the General Front Committee, Su Yu, Zhang Zhen, and Zhou Junming [I]
(July 7, 1949)

Before we capture the Zhoushan Islands and Taiwan, the blockade may continue. Therefore, your standpoint must be based on considering and solving problems under the circumstances of a long-term blockade. Prepare for the imperialists and the Kuomintang to blockade us for an extended period, while we still have ways to overcome the difficulties. If the situation really turns out this way, then there will be not only a disadvantageous side for us, but also an advantageous side. We can take advantage of the blockade situation to mobilize the broad masses, overcome difficulties, and consolidate our positions.
