To Cheng Qian

(July 4, 1949)

Esteemed Mr. Songyun:

I have fully taken note of your memorandum. Your resolve to adopt the policy of opposing Chiang Kai-shek and the Guangxi clique and peacefully resolving the Hunan question is most admirable and gratifying. The proposals you have put forward, including the establishment of a joint military group organization and the retention of your forces for reorganization and education, are all feasible. We have already dispatched Comrade Li Minghao to General Lin Biao in Hankou. Please send your representatives to Hankou to meet with General Lin and discuss in person the establishment of the joint military group organization and various military disposition issues. To swiftly achieve results and strike at the Guangxi clique, it is advisable that your side send representatives as soon as possible. Should you encounter pressure from the Guangxi clique, you may take expedient measures in handling all matters. So long as you are resolute in standing with the people, opposing the United States, Chiang Kai-shek, and the Guangxi clique, we will fully understand any expedient measures you take. Many matters await attention, and there will be much need for your valued assistance. We have already instructed General Lin Biao to establish proper liaison with your side.
