Telegram to All Central Bureaus, All Sub-Bureaus, and All Front Committees [1]

We propose that you convene meetings to discuss the following two articles: (1) "Eliminate Complacent Tendencies, Wipe Out Special Agents and Bandits"; (2) "Protect the Property of the People’s Motherland." [2] These two articles are editorials published by the Xinhua News Agency on June 25, and all local newspapers must have already carried them. We hope you will not merely glance at them and let it go at that, but will convene meetings to examine your own work in light of the issues raised in the editorials, adopt concise resolutions, and direct the entire Party to implement them. This is an extremely important issue. It is essential to heighten vigilance and devise concrete solutions. Under no circumstances should a negligent attitude be adopted. This is our earnest hope.

[1] This is the main content of a telegram drafted by Mao Zedong for the Central Committee of the Communist Party of China to all central bureaus, sub-bureaus, and front committees, with a request to forward it to all municipal committees, provincial committees, district Party committees, military corps, division, and regimental Party committees, local prefectural and county Party committees, Party groups within government departments at all levels, financial and economic departments, cultural and educational departments, Party groups within trade unions, youth leagues, youth federations, women’s federations, and comrades in the propaganda system (news agencies and newspapers).

[2] These two articles pointed out that, due to the disruptive and destructive activities of imperialism and its lackeys, the Chinese reactionaries, fires and incidents of destruction had occurred one after another in state-run industrial and mining enterprises in many places, and called for heightened vigilance to protect the property of the people’s motherland.
