A paragraph added to a telegram from the Central Committee of the Communist Party of China to the East China Bureau, with copies to the Central China Bureau, the Northwest Bureau, and others

Based on the experience in Beiping and Tianjin, during the takeover, enterprise materials (factory products and inventory already handed over to the government by enterprises) should not be treated as spoils of war to be confiscated, distributed, or consumed. They should be regarded as enterprise goods (which they originally are), sold for money, and the proceeds returned to the enterprises for their use. Otherwise, after losing this capital, it will be extremely difficult for enterprises to resume operations, inevitably requiring the government to invest additional funds for them to restart. This matter should be communicated to all cities for attention.
