Based on the experience in Beiping and Tianjin, when taking over enterprises, materials and goods (factory products and inventory already delivered by enterprises to government warehouses) should not be treated as spoils of war to be confiscated, distributed, and consumed. They should be regarded as the enterprises’ goods (which they originally were), sold for money, and returned to the enterprises for their use. Otherwise, after losing this capital, it will be extremely difficult for the enterprises to resume operations, and the government will inevitably have to invest funds for them to restart production. It is hoped that all cities will be notified to pay attention to this matter.
