Telegram to the Northeast Bureau and Others[1]

(May 14, 1949)

Chairman Mao pointed out to him that the leadership provided by the Anti-Japanese United Army cadres in the struggle of the Anti-Japanese United Army and their participation in the struggles in the Northeast in recent years are glorious. Such a glorious history of struggle should be recognized and respected by the Party. However, comrades of the Anti-Japanese United Army, like comrades engaged in revolutionary struggles in other regions within the Party, are inevitably subject to shortcomings and errors in their past work. They should focus on reviewing the shortcomings and errors in their own past work, thereby raising their political level so as to better serve the Party in the future. The above assessment applies to Comrade Zhou Baozhong and all other comrades of the Anti-Japanese United Army who have consistently carried out the Party’s line. We believe that, based on the above assessment, active assistance should be given to Comrade Zhou Baozhong to help him shed certain burdens and one-sidedness, and this comrade will make even greater progress.
