(1) In all newly liberated areas, from now on, the People's Liberation Army proclamation issued by Mao and Zhu on April 25 shall serve as the standard for both external propaganda and internal education. All bureaus and armies shall not separately issue general proclamations of their own. The previously issued seven- or eight-article provisional regulations by various armies are all to be rescinded and no longer distributed. (2) In addition to being broadcast over the radio, published in newspapers, and printed as leaflets to be posted in all cities and villages of the newly liberated areas so as to make it widely known, the April 25 proclamation by Mao and Zhu shall also be printed and distributed within the army and the Party as instructional material, promptly disseminated and studied, and uniformly implemented in accordance with it.
