Deployment to Prevent the Enemy from Raiding and Harassing Our Rear
(February 28, 1949)

Nie, Bo, Yang Chengwu, Zhong Chibing:

(1) Under the circumstances where our main forces have achieved great victories in the southern campaign, there is a possibility that the imperialists and the Guomindang may launch raids and harass our rear areas.

(2) You have the task of defending the two seaports of Qinhuangdao and Tanggu, and of preparing to repulse possible enemy attacks.

(3) With the exception of one army to be left in the Datong area by the Twentieth Army Corps, the Yang-Li Army Corps headquarters, leading the main force of two armies, shall immediately move to Qinhuangdao and Tanggu to deploy for defense. The Zhong-Su Special Column shall also move to these two locations to deploy for defense. Before the arrival of the Yang and Zhong units, Nie and Bo shall immediately order the garrison units near Qinhuangdao and Tanggu to first set up maritime defenses. Should any enemy attempt a surprise attack, they must be resolutely repulsed.

(4) Comrades Rongzhen, Chengwu, Chibing, and Sujin are requested to come to the Military Commission immediately to discuss deployment issues in person.

(5) The Zhong-Su radio station is to establish contact with the Military Commission radio station immediately.
