Telegram to Luo Ronghuan[1]

(February 27, 1949)

Please pay appropriate attention to the matter of mobilizing students to join the army. Instruct the organs handling this matter not to act with undue haste, and under no circumstances should they go directly to the schools to mobilize, lest misunderstandings arise. North China University has now agreed to initially allocate 3,000 people, which is already very good. If the number falls short of 7,000, it does not matter if it is temporarily a little less. The three provinces of Hunan, Hubei, and Jiangxi have vast numbers of students who can join the army.
