Telegram to Luo Ronghuan[1]

(February 27, 1949)

Please pay appropriate attention to the matter of mobilizing students to join the army, and instruct the organs carrying out this task not to act with undue haste, and absolutely not to go directly to schools to conduct mobilization, lest misunderstandings arise. Huada has now agreed to first allocate 3,000 people, which is already very good. If the number falls short of 7,000, it does not matter if it is temporarily a little less. The three provinces of Hunan, Hubei, and Jiangxi have a vast number of students who can join the army.
