Telegram to the Tianjin Municipal Committee and Others[1]

(February 13, 1949)

According to a report from the Tianjin Municipal Committee on January 28, after our army entered Tianjin, there were successive incidents of automobiles running over and killing citizens, resulting in six deaths and one injury, which had a very bad impact on the citizens. Our opinion is that, in addition to strictly training automobile drivers, the Tianjin Municipal Committee should provide compensation to the affected citizens in the names of Lin and Luo, and impose due punishment on those responsible for the incidents. The entire process of compensation and punishment should be made known to the citizens of Tianjin.
