Telegram to the Tianjin Municipal Committee and Others[1]

Du Yuesheng[2] and Wei Wenhan sent a telegram to Mao and Zhou, stating their intention to dispatch ships to operate in North China and send personnel for discussions, while also arranging with the Kailuan Mining Administration to transport 100,000 tons of coal southward in exchange for 300,000 tons of flour, to be shipped back and forth by the steamers Da Shanghai and Tangshan, along with carrying mail.

Restoring shipping between North China and Shanghai is extremely important. After the arrival of the Da Shanghai, you should properly handle this business, receive Wei Wenhan and others when they visit, and discuss matters related to the restoration of shipping.
