Telegram to the Tianjin Municipal Committee and Others[1]

(February 13, 1949)

According to a report from the Tianjin Municipal Committee on January 28, after our army entered Tianjin this time, there have been successive incidents of motor vehicles hitting and killing citizens, with six dead and one injured, which has had a very bad influence on the citizens. Our opinion is that, in addition to strictly training motor vehicle drivers, the Tianjin Municipal Committee should, in the names of Lin and Luo, provide pensions and relief to the victimized citizens, and give the personnel who caused the accidents the punishment they deserve. The entire process of providing pensions and relief and administering punishment should be made known to the citizens of Tianjin.
