Central Committee of the Communist Party of China Telegram to the East China Bureau on the Matter of Soviet Trade Agencies Establishing a Branch in Yantai[1]

East China Bureau:

We have received your telegram of [date] from Zeng, Fang, Ai, and Yu.[2] Regarding the matter of the Soviet trade agency sending personnel to establish a branch in Yantai, if it is the Northeast Qiulin Company, they may be informed that in Yantai they must, like other commercial establishments, complete registration and approval procedures. After opening, they shall periodically report their capital accounts and business conditions in accordance with regulations, and pay a certain commercial tax. If it is a commercial representative, we may agree to their establishing a commercial office in Yantai. After the liberation of Qingdao, it may be relocated there, and we may permit the purchase or rental of housing and warehouses for them. We agree that you may provide them with the list of needed goods to take back, and send a copy to us.
