Reply to Peng Zhen, Ye Jianying, and Others[1]

(February 3, 1949)

The radio station of the Beiping Telecommunications Bureau may, for the next few days, be allowed to maintain contact with Nanjing, Shanghai, and other places as before, but military representatives should be dispatched to supervise it and prevent the concealment or removal of equipment. The airfield should be brought under our control immediately. Civilian aircraft may be permitted to land on a restricted basis for the time being, subject to conditions agreed upon by our side.
