Reply to Peng Zhen, Ye Jianying, and Others[1]

For the next few days, the radio station of the Beiping Telecommunications Bureau may be allowed to maintain contact with Nanjing, Shanghai, and other places as before, but a military representative should be dispatched to supervise it and prevent the concealment or removal of equipment. The airfield should be brought under our control immediately. For the time being, civilian aircraft may be permitted to land on a restricted basis under conditions agreed upon by us.
