We agree with your opinion and permit Fu’s side to establish a winding-up office. Its duties shall be to manage and discipline the troops that have left the city, and to liaise with the joint organization to handle supply matters for the troops that have left the city. As for the duration of the winding-up office’s existence, it shall end when the above-mentioned duties are gradually handed over to and taken over completely by the Pingjin Frontline Command of the People’s Liberation Army and its subordinate supply organizations. Do not rigidly stipulate that it shall end after the reorganization of the troops that have left the city is completed.
