Reply to Lin Biao[1]
(January 7, 1949)

Our basic policy is: as long as Fu can allow us to peacefully take over Beiping and Tianjin, permit Fu’s troops to be reorganized into one army, he himself may be pardoned for war crimes, retain his private property, and reside in Beiping or go elsewhere as he chooses. The lives and family property of his subordinates shall not be violated. Beyond this, nothing else can be granted to him, nor can it be called an uprising.
