(1) Reuters reports that four representatives from Tianjin went out of the city for negotiations and, upon returning, issued a written statement indicating that things are fairly good.

(2) Since Tianjin has its own separate negotiations, it can be handled independently and need not be included in the negotiations with Deng Baoshan.

(3) If the enemy in Tianjin can accept the conditions you have proposed for surrendering their weapons within a specified time limit, you may then occupy Tianjin without launching an attack. If the enemy cannot accept the conditions you have proposed, you should then attack and capture Tianjin within an appropriate time.

[2] This refers to the four representatives of the Tianjin Municipal Council of the Kuomintang—Ding Zuoshao, Yang Yunqing, Hu Jingxun, and Kang Xiangjiu—who went out of the city for negotiations on January 9, 1949, proposing the peaceful resolution of Tianjin. Liu Yalou, the General Commander of the Tianjin Front Command of the People's Liberation Army, conducted negotiations with them.
