Additions to the “Methods for Dealing with the Kuomintang, the San Min Chu I Youth Corps, and the Secret Service”

(1) In cities occupied by our army, before order has been restored, we should not rush to announce the methods for dealing with the Kuomintang, the San Min Chu I Youth Corps, and the secret service. Such hasty announcements are blind and ineffective, making it easy for the enemy to go into hiding and putting us in a passive position. Once social order has been stabilized and we have a general grasp of the city’s situation, we must then proceed to deal with these reactionary organizations in a prepared and systematic manner. (2) If we insist that all ordinary members of the Kuomintang and the San Min Chu I Youth Corps register without exception, the disturbance will be too great and can easily cause panic. Therefore, it is more advantageous not to require registration. (3) Since we already possess the membership lists and have a complete understanding of their organizational situation, we can deal with the bad elements at any time. Thus, exempting them from registration poses no danger.
