Central Committee of the Communist Party of China Telegram on the Work of Welcoming Democratic Personages, to the Northeast Bureau, Li Fuchun, and Luo Fu

Northeast Bureau, and Dalian Liu Ang, [2] to be relayed to Fuchun and Luofu: [3]
(1) After Li Jichen [4] and his party arrive in Shenyang, a public welcome meeting may be held for all representatives from various quarters who have successively arrived in the Northeast. At this meeting, announce the various units that have already arrived and are preparing to participate in the preparatory committee of the New Political Consultative Conference, along with their confirmed representatives. Report this, together with the text of speeches delivered at the meeting and the report on the meeting, to the Central Committee for release by the Xinhua News Agency Headquarters.
(2) Before the meeting is convened, thorough political preparations must be made, so that those among them who are to speak at the meeting can firmly endorse the basic propositions of our Party’s New Year message and firmly oppose Chiang Kai-shek’s New Year statement and Sun Fo’s broadcast. You should separately seek out Guo Moruo, Tan Pingshan, Shen Junru, and other progressive personages of some standing to explain this point clearly, and work through them (it would be best if they could hold a discussion meeting once on the aforementioned statements). [2] Liu Ang, female, was then in charge of the Dalian China Trade Corporation, an underground organization of the CPC, responsible under the Central Committee and Zhou Enlai for transporting democratic personages to the Liberated Areas to participate in the New Political Consultative Conference.
[3] Fuchun and Luofu, namely Li Fuchun and Zhang Wentian, then respectively served as Deputy Secretary and Head of the Organization Department of the Northeast Bureau of the CPC Central Committee.
[4] Li Jichen, also known as Li Jishen, was then Chairman of the Revolutionary Committee of the Chinese Kuomintang.
