Telegram in Reply to Generals Liao Yunzhou
and Yang Liuying

(Xinhua News Agency dispatch from northern Shanxi, December 21) Chairman
Mao of the Central Committee of the Chinese Communist Party and Commander-in-Chief Zhu of the People’s Liberation Army sent a telegram in reply to generals
Liao Yunzhou and Yang Liuying. The content of the telegram is as follows:
General Liao Yunzhou1 and all commanders and soldiers of the 110th Division:
We received your telegram of December 1st. We are extremely happy that
you revolted on the Shuangduiji front line, broke away from Huang Wei’s army,
and joined the People’s Liberation Army. You were under the Guomindang’s
direct control, but you will see that we will treat you the same as other army units
that revolt and that you will receive treatment equal to everyone in the People’s
Liberation Army. We hope you will unify as one, strive to make progress, carry
out revolutionary political work among your troops, improve the relationship
between commanders and soldiers and between the army and the people, and
strive to complete the revolutionary undertaking throughout the country along
with the People’s Liberation Army.

1.  The commander of the 110th Division of the Guomindang’s 85th Army, Major General Liao Yunzhou, was an underground member of the Chinese Communist Party. He led
his 110th Division to defect to the Communist side after breaking through the PLA’s encirclement of Shuangduiji village. Yang Liuying (born in Xiangyin, Hunan) was the division’s
deputy commander.
