Telegram in Reply to He Jifeng
and Zhang Kexia1

(Xinhua News Agency dispatch from Northern Shanxi, December 13) Chairman
Mao [Zedong] of the Central Committee of the Chinese Communist Party and
Commander-in-Chief Zhu [De] of the People’s Liberation Army sent a telegram
in reply to General He Jifeng and General Zhang Kexia et al. The content of the
telegram is as follows:
To Generals He Jifeng, Zhang Kexia, Meng Shaolian [1890–1971, born in
Fuping, Zhili Province], Guo Jiafang [1906–1998, native of Anhui], Cui Zhenlun
[1900–1974, native of Shandong], and Yang Gansan [1899–1981, native of
Jiangsu], and for the information of all commanders and soldiers:
We were extremely happy to receive your telegram of November 28th. By
leading a revolt on the Xuzhou front line and joining the People’s Liberation
Army, you have greatly aided the progress of the revolutionary war. We hope
you will unify and strengthen political work among your troops, transforming the
relationship between commanders and soldiers and between the military and the
people so you can begin to fight alongside the People’s Liberation Army as soon
as possible and strive to complete the revolutionary task throughout the country.
