After Annihilating Huang Wei, Concentrate All Efforts on Dealing with Qiu Qingquan, Li Mi, and Sun Yuanliang’s Forces[1]

To Liu, Chen, Deng, and Su, Chen, Zhang, and Tan, Wang, Li:

(1) All your telegrams of the 29th[2] from Su, Chen, Zhang and Tan, Wang, Li have been noted. All your estimates and opinions are very good.

(2) After the enemy along the line from Guzhen to Caolaoji has been dealt with, dispatch the two brigades of the Jianghuai Column to Huainan. It is very appropriate to deploy the 13th Column to control Guzhen and Caolaoji; proceed with this at once.

(3) Of the four columns—the 2nd, 6th, 10th, and the 11th of the Jiangsu Contingent—two should be positioned north of Guzhen to rest, ready at any time for use by Liu, Chen, and Deng as a general reserve force for finishing off Huang Wei, to ensure complete safety. As for the other two columns, whether they can immediately move to the line of Shuanggou and Dawangzhuang[1] as proposed by Tan, Wang, and Li, in order to coordinate with the 1st Column to block any possible attempt by the main force of Qiu and Li[2] to flee toward the Two Huais[3]—this is to be decided by Liu, Chen, Deng and Su, Chen, Zhang according to the circumstances.

(4) The artillery of the 7th Column has already been placed at the disposal of Liu, Chen, and Deng; no further mention is needed here. However, the entire Artillery Column should be sent to attack Huang Wei, to increase firepower.

(5) Where is the Bohai Column now? It seems this column should also be deployed in the Shuanggou area to deal with the main force of Qiu and Li.

(6) The radio station of Liu, Chen, and Deng should quickly establish communication with the radio station of Tan, Wang, and Li.

(7) After Huang Wei is dealt with, our present inclination is to concentrate the entire forces of the Huaye and Zhongye to deal with Qiu, Li, and Sun,[4] then rest and consolidate for a period before jointly launching the Jianghuai Campaign.

[3] The Two Huais refer to Huaiyin and Huai’an in Jiangsu.
